Two solutions are provided.
The first one is that there's something wrong with your configuration rule. You can manually check the rule before running the task. Remember that you have to wait until the website page completely loaded before adding a new action to the workflow. Otherwise, Octoparse cannot find the executable rule and will automatically complete the task.
The second one relates to the websites with AJAX, which couldn't load when extracting data. In this case, you need to set the AJAX timeout to wait for the page to load before applying the rule (check out the screenshot below).
